Background on Plant
According to an April 2014 press report, the French company Alstom may participate in building a coal-fired power plant a Kyrgystan's Kara-Keche coal deposit. According to Marek Stec, President of Alstom Central Asia, China's Eximbank will "probably be interested in this project." The topic of a new coal plant at Kara-Keche as well as two hydroelectric plants at Koko-Meren was discussed at a meeting between Stec and Deputy Prime Minister Valery Dill.[1] In September 2014, Prime Minister Joomart Otorbayev wrote an article entitled “Problems and potential of development of the electricity sector in the Kyrgyz Republic” in which he reiterated the need for building a coal plant at Kara-Keche as well as additional plants at other coal fields.[2]
