In 2008 information-technology (IT) holding company Dragon One, announced plans to borrow about Bt20 billion from the Japan Bank for International Cooperation (JBIC) and other foreign banks to finance construction of a 200 MW power plant in Cambodia. The power was to be used in Cambodia and eastern Thailand. Construction was slated to commence in 2009 for completion in 2012.[1]
