Accenture
Accenture (Accenture Ltd) is a Bermuda-based management consulting firm, a "spin-off of the former Big Five accounting firm Arthur Andersen". It offers a wide variety of services to its clients including IT, technology, operations, and outsourcing solutions. Accenture "began as the consulting arm of Chicago-based Andersen Worldwide." The company says that it should not be "included on a list of corporate expatriots because it never was a U.S.-based corporation."[1]
House Democrats and others who want the existing law changed disagree: "'They are a spinoff of Arthur Andersen,' said Robert Borosage, co-chairman of the Campaign for America's Future, a liberal research and advocacy group. 'Their contracting is significantly done with American companies. If they want to get contracts with the federal government, they ought to pay taxes.'"[2]

History
Between October 1, 2001, and September 30, 2002, Accenture received $662 million in federal contracts, "mostly from the Transportation Security Administration" (TSA), which falls under the Department of Homeland Security headed by Director Tom Ridge.[3]
The TSA awarded Accenture with a contract worth close to $515 million to "handle human resources for the agency's employees, including administering health insurance, life insurance and retirement benefits."[4]
"With about $280 million in federal contract obligations, Accenture was the 58th largest publicly traded federal contractor in fiscal year 2001. Accenture contracted with many departments of the government, but about 43 percent of its contracts were with the Department of Defense. About 98 percent of Accenture's contract dollars are for automatic data processing and telecommunications services and equipment."[5]
"According to Securities and Exchange Commission (SEC) filings, Accenture, Ltd. was incorporated in Bermuda in 2001. The company was formerly associated with Arthur Andersen and Andersen Worldwide. Prior to incorporating in Bermuda, Accenture was operating as a series of related partnerships and corporations under the control of its partners through the mechanism of contracts with a Swiss coordinating entity. In April 2001, Accenture's partners voted to pursue an initial public offering. According to the prospectus filed with the SEC, the partners were to generally exchange all of their interests in these partnerships and corporations for Accenture stock."[6]

Accenture gave $313,380 to federal candidates in the 05/06 election period through its political action committee - 37% to Democrats, 62% to Republicans, and 1% to other parties. [1]
