Project cancelled

According to the Daily Times, Prime Minister Nawaz Sharif approved the cancellation of the project due to lack of expressions of interest among potential bidders. The project had been envisaged to be included for Chinese technical and financial assistance as part of the Pak-China Economic Corridor programme. However, China excluded it from the list of corridor projects. The government has closed down the Pakistan Power Park Management Company and laid off the staff.[1]

Background

The Pakistani Government announced in August 2013 that it planned to establish a large power complex with technical and financial assistance mostly from China.[2] According to the plan, China is providing debt financing to cover 85% of the project cost, while the rest of the finances will be arranged by the government of Pakistan. The total cost of the project is PKR 144.6 billion.[3]

Ten coal plants, each 660 megawatts (MW), will be constructed at Gadani Power Park. Of these, China has agreed to invest in six projects, two projects will be constructed by ANC Dubai, one project has been initiated by Government of Pakistan.[4] The Ciner Group of Turkey has agreed to immediately start work on a 660 MW coal power plant at Gadani.[5]

Out of the ten power plants, two are owned by ANC Holdings which are investing $2.5 billion, while the rest of 8 power plants are owned by Pakistan government and financed by the Chinese government.[6] The complex will be managed by Pakistan Power Park Management Company. The project will also have all the cooling plants, conveyer belts, storage facilities and ash disposal mechanism. The plan also envisages an advanced power supply system for connecting the plants with the national grid.[7]
