Background on Plant

Hassyan is a planned 1,200 MW coal-firedpower station by state-owned Dubai Electricity and Water Authority (DEWA), announced in August 2013. Construction on the facility is set to be finished in two 600-megawatt phases — the first to be completed in 2020 and the second in 2021. The station is reportedly a reworked version of earlier plans to build a US$1.3 billion gas-fueled Hassyan power and water project, which DEWA put off indefinitely in April 2013.[1]

In September 2014 Dubai's state utility, Dubai Electricity and Water Authority (DEWA), said that it had shortlisted eight international developers to send bids for the first phase of "clean coal" power project. The first phase would be 1200 MW and would be operational in 2020. The project is part of a plan to diversify the UAE's energy mix by 2030 to comprise 71 percent natural gas, 12 percent nuclear power, 12 percent "clean coal," and 5 percent solar power.[2]

In May 2015 DEWA was still deciding between four bidders, with Saudi Arabia's ACWA Power submitting the lowest bid, pledging to develop the 1,200MW plant for DEWA in return for US$5.177 cents per kWh.[3]

In October 2015 Dewa said Harbin Electric of China and Alstom of France will build the plant while those companies as well as Saudi Arabia's ACWA Power and US-based NRG Energy will operate it. The estimated cost is US$1.8 billion. Construction is planned for 2016. Unit 1 is planned for operation in March 2020, and unit 2 in March 2021.[4] The companies are in talks for a loan to finance the project with Chinese-state owned credit agency Export-Import Bank of China and lenders including Industrial and Commercial Bank of China, Bank of China, Standard Chartered, Abu Dhabi's First Gulf Bank and Saudi Arabia's Samba Financial Group.[5]
