William J. Crowe, Jr. is a member of the Council on Foreign Relations' Task Force on Emergency Responders, a "follow-on to the Council's highly acclaimed Hart-Rudman Task Force on Homeland Security, which made concrete recommendations in February 2001 on defending the country against a terrorist attack."
