The lawyer-lobbyist Mike Forscey worked for the tobacco industry via a number of successive law firms: Wilkinson Barker Knauer and Quinn, Wunder & Diefendefer, and also Wunder Ryan Cannon & Thelen. He was also a key member of the Tobacco Institute's Labor Management Committee, sharing the administration and organised activities of the LMC with James Savarese. He was in the thick of all the industry scams and subterfuges related to unions for decades.

These were Democrat law firms, and Forscey worked alongside Peter Wright from the same law firm (Forscey was later a named partner). Peter Wright was Al Gore's close friend and a Clinton adviser.

Forscey had been the chief minority counsel for the U.S. Senate Committee on Labor and Human Resources, and he had also served as associate general counsel to the International Association of Machinists and Aerospace Workers, AFL-CIO

His message on behalf of the tobacco industry was how smoking restrictions undermine union bargaining prerogatives, and he also offered assistance to unionized employees fighting management-imposed smoking bans
