Background

The project was issued Terms of Reference (TOR) on December 9, 2009. The proposal will be executed in two phases. The initial plan was for a 1200 MW project with Phase I comprising two 300 MW units and Phase II one 600 MW unit. However, the Executive Summary of the Environmental Impact Statement issued by Topworth Energy in April 2010 refers to Phase II as being a 660MW unit.

According to the EIA (2010), the project would be built near the Sapnai, Balbhadrapur, Sarbahaal, Sikosimal and Navbahal villages of Raigarh district, within three kilometres of the Jangma railway station.

As of March 2015 a 1,200 MW coal plant in Chhattishgarh is listed as planned on the Topworth Energy website but has yet to receive environmental clearance, and appears to be deferred or abandoned.
