Background

The project was issued Terms of Reference (TOR) on December 9, 2009. The proposal will be executed in two phases. The initial plan was for a 1200 MW project with Phase I comprising two 300 MW units and Phase II one 600 MW unit.[1] However, the Executive Summary of the Environmental Impact Statement issued by Topworth Energy in April 2010 refers to Phase II as being a 660MW unit.[2]

According to the EIA (2010), the project would be built near the Sapnai, Balbhadrapur, Sarbahaal, Sikosimal and Navbahal villages of Raigarh district, within three kilometres of the Jangma railway station.[2]

As of March 2015 a 1,200 MW coal plant in Chhattishgarh is listed as planned on the Topworth Energy website but has yet to receive environmental clearance, and appears to be deferred or abandoned.
