===Carbon fee===
South African Finance Minister Pravin Gordhan announced in his 2012 budget speech that a [[carbon fee]] will be implemented in the 2013-2014 financial year. The proposal is to implement the carbon fee at a fairly low level, and then define an increasing price path over time.
