===Carbon fee===
South African Finance Minister Pravin Gordhan announced in his 2012 budget speech that a [[carbon fee]] will be implemented in the 2013-2014 financial year. The proposal is to implement the carbon fee at a fairly low level, and then define an increasing price path over time. A carbon tax of $16 per ton is expected (South African Rand 120 per ton of CO2e) in 2013, with annual increases of 10 per cent through 2019.<ref>Harold Winkler, [http://thinkprogress.org/romm/2012/03/15/442529/south-africa-price-on-carbon-pollution/ "South Africa To Introduce Rising Price On Carbon Pollution From Major Sources In 2013,"] NRDC Switchboard, March 15, 2012.</ref>
