The Wisconsin Democracy Campaign asked the state's Judicial Commission to investigate whether Ziegler, who has been a judge for 10 years, violated judicial rules governing conduct by handling cases in which she or her husband had financial or business ties with one of the parties.[1]
The three-judge panel ordered Ziegler and the Wisconsin Judicial Commission to provide additional information about a reported $2 million in loans Ziegler and her husband received from West Bend Savings Bank, where J.J. Ziegler serves on the board of directors. In their request for additional information, the judges cited media reports detailing potential conflicts of interest beyond those cited by the commission.
The Judicial Commission, along with Ziegler, is recommending a public reprimand after Ziegler acknowledged she had a conflict of interest when she presided over 11 cases involving West Bend Savings while serving as a judge on the Washington County Circuit Court.
A judge who donated $100 to Supreme Court Justice Annette Ziegler has withdrawn from participating in a panel to hear an ethics complaint against her. Just hours after 3rd District Appeals Court Judge Michael Hoover was named to the three-judge panel on Thursday, the Supreme Court announced that he was withdrawing. No reason was given. Campaign finance records show Hoover gave Ziegler $100 last year during her successful campaign for the high court.[2]
