Dr. O'Sullivan previously served as a fellow at the Brookings Institution, where she was a staunch opponent of sanctions on Iraq and a critic of military action against Iraq. According to The New Republic, much of her early work on sanctions was funded by Exxon and other oil companies. She is a protege of Richard N. Haass.
