The Maryland Public Policy Institute describes its mission as being "is to formulate and promote public policies at all levels of government based on principles of free enterprise, limited government, and civil society."[1]

In its 2006 annual report the Cato Institute stated that it provided a grant of $40,000 to the Maryland Public Policy Institute (which is misnamed Center in the annual report).[2]
