William R. "Bill" Phelps is a spokesperson for the Altria Group, the parent company of cigarette maker Philip Morris. He has been a company spokesperson since at least 2005.

He and Peggy Roberts represented PM USA Media Affairs on the PM U.S. Department of Justice (DOJ) task force which dealt with the U.S. Department of Justice Racketeering case against Big Tobacco.[1]

Bill Phelps argued in a 2005 article in Science magazine that despite the fact that 50 years of tobacco industry-funded research failed to conclude that smoking causes cancer, the industry has "reformed" and that Altria/Philip Morris believes that investing in research is the best way to address the diseases caused by smoking.[2]
