Background on Mine

Inder Underground to Opencast Mine

The Inder Coal Mine was initially an underground mine. The mine was converted into an opencast mine with a production capacity of 0.60MTPA in a mine lease area of 402.07 ha. The environmental clearance was accorded on 9th June 2006.[1]

The project proponent had submitted a proposal for expansion in the production capacity of mine from 0.60MTPA to 1.50MTPA in the mine lease area of 402.07 ha. The proposal was submitted for Terms of Reference in the 65th Expert Appraisal Committee Meeting held on 24th-25th February 2010. During the meeting, the committee noted that the prevailing Ambient Air Quality levels are rather high in the area and hence recommended that the peak production be reduced to 1.20MTPA.[1]

The proposal was next discussed in the EAC Meeting held on 28th-29th April 2010. In the meeting, the proponent agreed to reduce the peak production to 1.20MTPA given the high particulate levels found in the ambient air and assured that all the air pollution control measures as mentioned in EIA/EMP will be taken to maintain AAQ level within permissible limit during proposed expansion.[2]

In the same meeting, the project proponent informed the committee that the area of 61.73 ha. of Gondegaon Opencast Mine would be merged with Inder coal mine and the total project area of Inder coal mine would be 463.80 ha.[2]

The public hearing for the expansion in production capacity was held on 11th April 2012. Environmental Clearance was granted on 6th February 2013.[3]

Kamptee Underground to Opencast Coal Mine

The Kamptee Coal Mine was initially an underground mine. The mine was converted into an opencast mine with a production capacity of 0.65MTPA in a mine lease area of 290 ha. The environmental clearance was accorded on 19th May 2000.[4]

The project proponent had submitted a proposal for expansion in the production capacity from 0.65MTPA to 1.50MTPA in a mine lease area of 269.57 ha. The environmental clearance was granted on 17th October 2006 [5]

In the Expert Appraisal Committee Meeting held on 26th October 2010, the project proponent submitted the proposal for expansion in production capacity to 2MTPA and expansion in the mine lease area to 661.65 ha. As part of 2nd phase to be taken up in future, the project proponent proposed to amalgamate three mines – Inder Opencast Mine, Kamptee Opencast Mine and Gondegaon Opencast Mine.[6]

In the same meeting, the committee was informed that inspection by Maharashtra State Pollution Control Board revealed high levels of AAQ parameters such as SPM, RPM, no tarring of road, Effluent Treatment Plant not in operation and inadequate quantity of sprinklers. In their defense, the proponent clarified that ETP was not in operation at the time of inspection and remedial measures have been taken.[6] After discussions, the project was recommended for TOR.[6]

The public hearing for the proposed expansion was held on 12th September 2012. Environmental Clearance for the expansion in production capacity in the mine lease area of 661.65 ha. was granted on 11th May 2015.[7]

Amalgamation of Inder-Kamptee Opencast Mine

The project proponent submitted a proposal for amendment in Environmental Clearance of Kamptee Opencast Mine. The proposal was discussed in the 46th Expert Appraisal Committee Meeting held on 25th June 2019. The proposed amendment is for the amalgamation of Inder and Kamptee Opencast Mine. The proposed amalgamation is for 3.20MTPA (1.20MTPA + 2MTPA) production capacity in the mine lease area of 857.60 ha.[8]

During discussions the committee noted, the total existing land in Inder opencast mine and Kamptee opencast mine is 566.79 ha. (267.76 ha. and 299.03 ha.). The balance of 290.81 ha. land (857.60 ha. – 566.79 ha.) is proposed to be acquired.[8]

The committee also observed that the proposed amalgamation involves carving out some area of adjoining Gondegaon opencast coal mine and thus requiring amendment in its environmental clearance also. There is no proposal submitted in this regard, hence the committee was not inclined to take the proposal forward.[8]

The Committee further observed that out of the total area of 1125.45 ha. covered under the existing Environmental Clearances for Inder opencast coal mine and Kamptee opencast coal mine, only 566.79 ha. has so far been acquired. Even for the proposed amalgamation covering an area of 857.6 ha, an area of 290.81 ha. is to be acquired. The same was not found to be convincing and requires proper justification and action plan to consider the present proposal.[8]

The proposal was hence deferred for want of additional information[8]

Gondegaon Opencast Mine

Gondegaon opencast mine is adjoining the Kamptee and Inder opencast mines. The environmental clearance was granted for 3.5MTPA Gondegaon opencast mine in a total lease area of 917 ha. (mine lease area - 845.74 ha.) vide letter dated 14th March 2018.[9]

The project proponent submitted an application for amendment in environmental clearance of Gondegaon opencast mine. The proposed amendment is for the reduction in the mine lease area from 845.74 ha. to 791.40 ha. The reduction of 54.34 ha. is proposed to be transferred from Gondegaon opencast mine to amalgamated Inder-Kamptee opencast mine.[10]
