America's Clean Water Foundation
America's Clean Water Foundation (ACWF) is a Washington D.C.-based 501(c)(3) non-profit group.
It states on its website that it "promotes youth education, public involvement, and technical program exchange for clean water. Created in 1989, ACWF has organized numerous national and international events and programs for the improvement of water quality."
Its website states very little about the organization, for example who the funders and personnel are and so it could now be defunct.[1]

Did not comply with federal grant regulations
In 2007, the U.S. Environmental Protection Agency (EPA) Inspector General questioned how more than $25 million in federal grants given to America's Clean Water Foundation was spent. The grants occurred between 1998 and 2003 and were for environmental studies of agricultural production facilities, as well as other Clean Water Act monitoring efforts. The inspector general's report said that the Foundation did not comply with federal grant regulations and had given a contract to a member of its board of directors, Washington consultant Charlie Grizzle, in violation of conflict of interest provisions.[2]
