Annex I Parties

Annex I Parties refers to the industrialized countries which undertook to "return their greenhouse-gas emissions to 1990 levels by the year 2000" under Article 4.2 (a) and (b) of the United Nations Framework Convention on Climate Change. They also adopted emission reduction targets for the 2008-12 period under the Kyoto Protocol.
Annex I Parties are also referred to as 'Annex I countries' and more formally as 'Annex I Parties under the Kyoto Protocol to the United Nations Framework Convention on Climate Change'.
Annex I Parties comprise the members of the OECD, the European Union, and 14 countries with 'economies in transition'.

Those marked with ** are countries for which "there is a specific COP and/or CMP decision" relating to their targets.
The countries that have been bolded are those nations considered most likely to try and obstruct the negotiation of a strong and effective agreement at COP15.
