Background on Plant

The plant was originally owned and operated by the Baikal Pulp and Paper Mill, which closed in 2013, after which it was turned over to the town of Biakalsk. In November 2018 it was announced that the plant would be converted to run on wood biofuel by August 2021. In November 2019 the mayor of Biakalsk stated that construction of the new plant would begin in August 2020 and would be complete in 2023.
