Background
In 2011, MP Power Management Company (formerly MPTradco) - the state’s power trading corporation - was in the process of obtaining environment- and pollution-related clearances from the Union government. The project is expected to come up by 2015.
MP Power Management Company will partner with Korba-based Morga-I coal mines on the project. Morga-I block, which is located in Chhattisgarh’s north-central Korba district, has approximately 250 million tonnes of coal reserves. It was awarded to the Madhya Pradesh State Mining Corporation (part of MPTradco) in 2006 at 51%; a partner will receive the remaining half. Morga-I block has open-cast and underground excavation mining options. Political/industry representatives say the open-cast mines have sufficient coal to feed a 1500-2000 Mw power plant for 25-30 years.
A senior official with the Bansagar project said MP Power Management Company would float tenders to invite bidders for the project, after obtaining all regulatory clearances. One village needs to be rehabilitated for the project. The water source will be the Bansagar dam.[1]
In April 2012 the environmental clearance proposal for the power plant was rejected by the Expert Appraisal committee, who said the proposal was too close to the Bansagar Reservoir. The committee suggested alternative sites, and said the proposal will be re-considered once suitable sites were identified.[2]
The company has continued to pursue the project. In May 2013 it invited bids for conducting pre-feasibility studies in accordance with the latest guidelines of the MoEF for conducting an environmental impact assessment and applying for environmental clearance.[3]
In August 2014 the project was considered for a new terms of reference. The new proposed site is Sakhi Village in District Shahdol.[4]
As of October 2016 the project has not received any new permits, and plans appear to be deferred or abandoned.
