Background
According to Sierra Club, "On April 1, 2010, Bell County officials and representatives from Sky Energy - an independent power development company based out of Houston, Texas - met in Pineville to discuss plans for a 600-megawatt coal-fired power plant in Bell County, Kentucky. County officials have received $400,000 from multi-county coal severance funds for the project, which will go towards exploring "clean coal" technology and acquiring data required to apply for an air permit for the proposed plant."[1]
"The proposed project has not moved forward in over 12 months."[1]
