Background on Plant

The existing Berezovskaya GRES power plant was a two-unit, 1,600-MW coal-fired power plant in the Krasnoyarsk territory of Siberia. When the project was begun in 1976, the plant was originally intended to be an eight-unit, 6,400-MW plant; however, after the first two units were completed in 1988 and 1991, financing for the project ran out. In 2007, the plant was acquired by E.ON Russia, a subsidiary of the German company E.ON AG.[1][2] Coal from the plant comes directly from the nearby Berezovsky-1 lignite coal mine, via a 14 km-long system of conveyor belts.[1]

Description of Expansion

The RAO UES 2006-10 five-year plan (from before the restructuring of RAO UES), which RAO management approved in January 2007, listed as a long-term project the addition of two 800-MW coal-fired units at Berezovskaya, with completion dates of 2009-11.[3]

In May 2011, E.ON began work on building a third 800-MW unit at the plant, at a cost of $1.4 billion. The state Glavgosexpertiza, the state agency in charge of building permits, approved the project in July 2012.

Turkish company ENKA was also involved in the construction. [4] The new unit went online in September 2015.[5]

Although at one time up to 8 units of 800 MW were contemplated at Berezovskaya, those plans are no longer active.[6]

In February 2016, a fire in the boiler room of the new Unit 3 severely damaged the unit.[7] In August 2016, Unipro announced that restoring the damaged unit would take until 2018, and would cost 25 billion rubles, or about $400 million.[8] As of August 2018 Unit 3 was expected to be repaired and recommissioned by Q3 2019.[9] In May 2019 Unipro announced that Unit 3 would go back into service in December 2019.[10] In November 2019 repairs of Unit 3 were completed and the unit was again commissioned.[11]
