Black Stallion Energy Center

Black Stallion Energy Center is a proposed 660-megawatt (MW) coal-fired power plant in Breathitt County, Kentucky.

Background

The plant would include two 330 MW boilers that would burn Appalachian coal and waste coal. As of 2009, the air permit application was under review by the Kentucky Division of Air Quality.

In January 2010, the Sierra Club reported that Black Stallion had not submitted an air permit application for the proposed plant. The company submitted a modeling protocol to the Kentucky Division for Air Quality in September of 2008, but had not followed up with an application.

In June 2010, the Kentucky Division for Air Quality remained in contact with Black Stallion, working on a variety of technical issues related to the proposed coal plant. Sierra Club said it is unclear when Black Stallion will submit an air permit application for the plant.

Since there have been no updates since 2010, the project appears to have been deferred or abandoned.
