Carl Lucero
Carl Lucero "is currently on detail from the USDA Natural Resources Conservation Service and serving as the Senior Water Fellow at Forest Trends and the Ecosystem Marketplace, providing guidance and direction in the development of water quality markets. At NRCS, Carl guides the agency on water quality issues as the National Leader for Clean Water. He also leads the USDA effort on market based conservation, as part of which he developed the USDA Policy on Market Based Approaches and drafted a new element on Market Based Conservation for the 2008 Farm Bill. Carl graduated from the University of New Mexico with a bachelor's degree in Civil Engineering. He is currently working on a Masters degree in Public Administration through American University." [1]
