CellExchange Inc.
CellExchange Inc. is a "security software and infrastructure provider" based on the campus of MIT in Cambridge, Massachusetts.[1] CellExchange and "its wholly owned subsidiary CellExchange Federal, Inc. perform work for the U.S. Government. Its affiliate Cambridge Technology Enterprises (www.ctepl.com) focuses on commercial work."[2]
In May 2007, CellExchange Inc. became a member of the Homeland Security & Defense Business Council.[3][4]

Cell Exchange Federal, Inc. was awarded a five-year GSA Group 70 IT Schedule Contract in December 8, 2003, which is valid through December 6, 2008, with the U.S. government to provide "professional IT services to Federal government customers."[6]
TALON
CellExchange initially developed the Joint Protection Enterprise Network (JPEN) program—"an integrated force protection informationsharing system that would provide common situational awareness around military facilities for all the services"—for the U.S. Department of Defense.[7]
JPEN is a "system that functions as a conduit for Anti-terrorism/Force Protection leaders to share incident data and to conduct real-time analysis and alerts for situational awareness", and which has a "demonstrated capability to connect with civilian agencies and state/local entities. JPEN was sponsored by" the Joint Chiefs of Staff, U.S. Northern Command and U.S. Department of Homeland Security.[8]
