Champa Power Project

Background

The power station is proposed to be located in Katsira and Dari villages in the Champa-Janjgir district, approximately 25 kilometers from Korba. In 2014 the company stated that the first unit of 600 MW was scheduled to be commissioned in December 2016 and the second unit by March 2017.

As of August 2014 the company reports progress on the plant as follows:

The total land required for the Champa Power Project is 967.84 acres out of which 431.06 acres are government land for which the State Investment Promotion Board issued order for transfer to us. Private land amounting to 560 acres is being acquired through the Government of Chhattisgarh. Application for diversion of forest land amounting to 6.78 acres has been submitted to the Forest Department.

The primary fuel for the Champa Power Project will be coal. The expected consumption of coal for the Champa Power Project is 6.20 million tons per annum. We have submitted an application for a long-term coal linkage for 6.20 million tons per annum to the Standing Linkage Committee, Ministry of Coal. We expect the long-term coal linkage for the Champa Power Project to be provided by the Ministry of Coal upon the achievement of major milestones such as the acquisition of land for the project.

We had received water allocation for 35 million cubic meters of water per annum from the Hasdeo River by letter dated December 2, 2009. The water will be pumped from the Hasdeo River through the pipes to the project site.

We have entered into a power purchase agreement with Chhattisgarh State Power Trading Company Limited for sale of 5% of the net power generated at variable cost and 30% of the aggregate capacity of Project in accordance with the tariff structure laid down in the PPA. We submitted an application to the Power Grid Corporation, for long-term open access connectivity to the Janjgir-Champa sub-station for the Champa Power Project, subject to certain terms and conditions. We plan to construct a 26 km, 400 KV dedicated transmission line from the power plant to the Janjgir-Champa sub-station for transmitting the power at the interconnection point with Power Grid Corporation.

A 2015 ibisWorld report states that the proposed date for commercial production of the first unit of the Champa Power Project is September 2015 and the second unit March 2016. However, as of March 2015 ACB India lists the project on its website as under development, not construction, with commissioning planned for 2020.

However, as of December 2017 the project has yet to receive environmental clearance, and appears to be abandoned.
