Changing the focus of issues

Regardless of the subject matter, the tobacco industry's strategy is to shift the focus of discussions about tobacco away from health and onto other topics. Here we attempt to divide documents showing this strategy into discrete subject areas. Please list additional topics as needed. Some documents may discuss more than one subject; that is fine.
