Background

This project consists of two phases. The first, a 393 MW cogeneration facility, has been running since 2017.[1][2]

The second phase is a 840 MW combined cycle power plant. In October 2019, Mexico's Comisión Federal de Electricidad (CFE) put a bid out for construction of the combined cycle power plant.[3]

Media reports indicated the plant would be either 750 MW or 860 MW.[4][5] It was the first of five new natural gas-fired plants that CFE will be requesting bids for in late 2019.[5]

Conflicting reports put the combined cycle facility either at the cogeneration facility[6] or in the old oil-fired Salamanca Thermal power plant – idled in late 2017 - a few kilometers away.[7][2] If the cogeneration facility and the combined cycle were meant to be built together, as this El Sol de Salamanca report[2] said, then the combined cycle plant would have to be built by the cogeneration facility, which is already located away from the old oil-fired thermal power plant.[6]
