Cong Thanh power station is a 600-megawatt (MW) coal plant under construction in Thanh Hóa province, Vietnam.

Location

The undated satellite photo below shows the supposed location for the plant in Nghi Son Economic Zone, Tĩnh Gia district, Thanh Hóa province. The massive Nghi Son Refinery & Petrochemical Complex is currently being built at this location. Satellite imagery from January 2016 through May 2019 does not appear to show construction on a coal plant at the refinery.

Background

In March 2011, land clearing began on the two-unit, 600-MW, $620 million Cong Thanh power station in the Nghi Son Economic Zone, in the northern-central province of Thanh Hoa.[1] In July 2012, General Electric announced that it would be supplying one of the new plant's turbines.[2]

As of May 2015, construction on the plant was apparently still not underway, being held up for unspecified reasons.[3]

Also within the Nghi Son Economic Zone is the nearby Nghi Son power station, which is also currently under development; slightly further south, across the provincial border in Nghệ An province, is the Quynh Lap power station project site.

According to the revised Power Development Plan VII (March 2016), the project will be completed in 2020.[4]

The massive Nghi Son Refinery & Petrochemical Complex is currently being built at the location where the Cong Thanh coal plant would be built. The Nghi Son Refinery & Petrochemical Complex began operating in October 2018.[5]

In June 2019 the completion date was delayed to 2024 in the Ministry Of Industry And Trade's (MOIT's) report on the implementation of the revised seventh Power Development Plan (PDP7).[6]

In September 2019 a review of the proposed plant by the Thanh Hoa Provincial People's Committee found that site clearing and leveling had occurred, a 500 kV transmission line had been built, and that a power purchase agreement had been submitted to the Vietnam Electricity Group for appraisal and approval.[7] According to this review the plant would be completed by 2022, which contradicts the MOIT's completion date of 2024.[6][7]
