Background

The project is being developed by Cuddalore Powergen Corporation, an independent power producer (IPP). In 2006, the company has signed a power purchase agreement (PPA) with Tamil Nadu Electricity Board.[1] According to a December 2008 report, land acquisition for the project was underway and "more action will be visible" by April 2009.[2]

On November 15, 2011, the Tamil Nadu Electricity Regulatory Commission held a hearing and issued a decision approving a request by the company to extend the date of financial closure of the power project until September 30, 2012 and amend the 2006 PPA accordingly. The reason that the project has been stalled is "mainly due to the existence of VCM pipeline in the main plant area." A representative of Chemplast Sanmar Limited, a chemical company, opposed the extension.[3]

In May 2013 it was reported the despite delays the project continues to progress, with land acquisition in progress. Nevertheless, the project appeared to continue to face severe difficulties. Chemplast Sanmar had not yet moved its pipeline, which was supposed to be shifted by December 2011. The Tamil Nadu Regulatory Commission noted that it had extended its deadline three times already for the company to achieve financial closure, but the project requested and received yet another extension to April 30, 2014.[4] In December 2014 Cuddalore PowerGen requested another extension of financial closure on the project to April 2016, saying it had not acquired a substantial portion of the land needed.[5]

As of August 2018 the power station is not listed as under construction,[6] and appears to be abandoned.
