Background on Plant

Datang Baoding cogen power station was founded in 1958. The first two units were commissioned in 1960 and units 6-7 in 1988. All seven units were retired between 2007 and 2008.[1] It is owned by China Datang.[2]

Unit 8 and 9 were built in 2003. They are also called Baoding Huayuan Power Company. Units 10 and 11 were completed in 2008. The four units, units 8-11, are all co-generating, supplying heat in the winter to the city of Baoding.[3]

Units 8 and 9 were retired in 2018, due to the bankruptcy of Baoding Huayuan Power Company after it failed to pay out billions yuan of debt.[4]

Proposed expansion

China Datang has proposed expanding the power station by 2 x 350 MW units. One of the units (Unit 12) was permitted for construction by China's NRDC in December 2016, before its EIA was approved by the provincial environmental protection agency.[5][6] China Datang is planning to retire units 8 and 9 with total capacity of 250MW when the new unit is commissioned.[6]

With no progress since 2016, unit 13 appears to be shelved.
