Background on Plant

The first two subcritical units belonging to Sanmenxia Huayang Electricity Generation company, totaling 600 MW (later increased to 640 MW), were brought online in 1995 and 1996. The three shareholders are Datang Henan Electricity Generation Company Ltd.(55%), Henan Investment Group (40%) and Sanmenxia City Construction and Investment Center (5%).[1]

The second two supercritical units belonging to Datang Sanmenxia Electricity Generation Company. Ltd., totaling 1,200 MW (later increased to 1,260 MW), were brought online in 2006. The two original shareholders are China Datang (60%) and Sanmenxia City Construction and Investment Center (40%). In 2009, Électricité de France S.A.(EDF)bought 35% of shares from Sanmenxia City Construction and Investment Center. The Sanmenxia City Construction and Investment Center's share is 5% since then. [2]

Expansion

Datang planned to build two additional coal-fired units at this plant, units 5-6, with a total capacity of 2,000 MW. It belongs to Datang Sanmenxia Power Company, Ltd. The three shareholders are: Datang Henan Electricity Generation Company Ltd.(65%), Shaanxi Coal and Chemical Industry Group (30%), and Sanmenxia City Construction and Investment Center (5%). [3]It received permit for construction from NDRC in 2010.[4] But the construction on unit 5 only began in 2015. Unit 6 was still in planning.[5]

Unit 5 began operating in January 2017. [6]

Suspension of unit 6

In March 2016 China's National Development and Reform Commission (NDRC) released guidelines for regulating coal power development to crack down on the severe and growing coal power overcapacity crisis. 13 provinces were told to suspend new approvals through 2017, including Henan. For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.
