The Document of Cartagena, agreed by the Andean Ridge nations and the U.S. at the Andean Summit, February 15, 1990 at Cartagena, Colombia is a multilateral expression of consensus to disrupt and destroy the cocaine trafficking which emanates from the source and processing countries. [1]
