EMCO Energy states that the project "is expected to be commissioned by the end of the 11th Five Year Plan" which ends in 2017.[1] EMCO Energy is a subsidiary of the GMR Group, a privately owned Indian infrastructure company with interests in airports, energy, highways and urban infrastructure.[2]
