The Education Testing Service (ETS) is a nonprofit organization whose mission is "to advance quality and equity in education by providing fair and valid assessments, research, and related services." [1] ETS was founded in 1947, "when the American Council on Education, the Carnegie Foundation for the Advancement of Teaching, and the College Entrance Examination Board contributed their testing programs, a portion of their assets, and key employees to form Educational Testing Service under the leadership of Henry Chauncey." [2]

According to the Department of Education's Office of Inspector General report on Department PR expenditures, ETS received $161,295 in 1999 - 2002, along with Ogilvy Public Relations Worldwide, "to collect clips of media coverage about the National Assessment of Educational Progress (NAEP) test and film footage of conferences."
