Background
In November 2010, the Sierra Club reported that the the Kentucky Division for Air Quality returned Estill County Energy Partners' air permit application for on October 28. The Division determined that Estill's application was inadequate: "among other things, Estill failed to properly address national ambient air quality standards (NAAQS) for sulfur dioxide and nitrogen oxide emissions. Estill will need to submit a new air permit application if it wants to proceed with the project."[3]
