Etelebou power station

Etelebou power station was a 60-megawatt (MW) gas-fired power plant, which started construction but was delayed in Bayelsa State, Nigeria.[1]
As of December 2019, the project has not progressed in more than four years and appears to be cancelled.

Background
Planning for Etelebou power station began in 2005 and construction began. By 2009, delays to the project occurred due to distribution issues with the Power Holding Company of Nigeria.[2]
Funding also became an issue. A 2010 prospectus written by FBN Capital explained that
- "The proposed Etelebou Gas Turbine project (“the Etelebou Project”) is for the supply and installation of 3x20MW gas turbines for Kolo Creek station. This is expected to generate a combined 60MW. The installation of the Etelebou gas turbines was awarded to Codel International Energy Limited in June 2005, at an initial cost of N7.7 billion."[1]
The prospectus estimated that the project would need an infusion of 1,831,512,523 Naira (Nigerian currency) to be completed, which could be done in 9 months because the project was 87% finished.[1] It is not clear if the project got that infusion.
Etelebou power station is sited at Kolo Creek Power Station at Imiringi, which suffers occasional outages.[3][4] One outage lasted at least two years during which the Kolo Creek turbine was refurbished.[5]
A 2014 presentation by the Bayelsa State Investment Promotion Agency mentioned that Kolo Creek had been upgraded from 20 MW to 71 MW, and that a joint venture between Bayelsa State, IPP Energy Limited, and GMB Leasing Partners Canada hoped to bring in an additional 100 MW. It did not mention the Etelebou power station or its 60 MW, meaning the project likely has been cancelled.[6]
