Francis J. Harvey

Francis J. Harvey, of California, was appointed September 15, 2004, by President George W. Bush to be Secretary of the Army. His nomination was sent to the Senate September 15, 2004, and he was confirmed November 16, 2004.

Harvey was first nominated November 6, 2003, by President Bush to be Assistant Secretary of Defense to replace John P. Stenbit. However, on September 15, 2004, Bush withdrew that nomination and nominated Harvey to replace Thomas E. White as Secretary of the Army. At the request of Secretary of Defense Donald H. Rumsfeld, White had resigned April 25, 2003, amidst allegations of ethical violations and conflicts-of-interest.

At the time of his appointment, Dr. Harvey was serving "as Vice Chairman of Duratek, Inc., in Columbia, Maryland. Dr. Harvey also held a number of executive positions throughout his twenty-eight year career at Westinghouse Electric Corporation. As President of the Corporation's Defense and Electronics Systems Group, he was involved in systems development and production programs for surface ships, submarines, aircraft, tanks, missiles, and satellites. Dr. Harvey earned his bachelor's degree from the University of Notre Dame and his Ph.D. from the University of Pennsylvania." [1]
