Background on Plant

The first two coal-fired units of Fujian Hongshan power station, totaling 1,200 MW, were brought online in 2011. The plant is owned by Shenhua Group and Fujian Energy.[1][2][3][4]

Units 3 and 4 totaling 2,000 MW were completed in 2015.[5][6]

Unit 5-6 expansion

The plant's owners plan to add two additional units to the plant, units 5-6, with a total planned capacity of 2,000 MW.[7][8][9]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appear to be on hold or cancelled. For details, see China's 2016 Restrictions on Development of Coal-Fired Power Capacity.

With no developments since 2015, the remaining proposed units of the power station appear to be shelved. In October 2018, the Fujian Province stated the province will not develop any further coal power plants in the 13th Five Year Plan period (2016-2020) with two exceptions: 1) projects which have already been permitted; and 2) combined heat and power (CHP) plants. Units 5-6 of Fujian Hongshan power station has no permits and is not a CHP plant.[10]

Due to the restrictions, and with no developments for over four years, the proposed units 5-6 are likely postponed to after 2020, if not cancelled.

Ownership

On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[11][12] The merger was completed on November 28, 2017.[13]
