Background on Project

Fushun Mining Group and Sinomach are sponsors of a two-unit waste coal-fired power plant with a total planned capacity of 600 MW in Liaoning Province. The plant is scheduled to be completed in 2015.[1]

The plant received environmental clearance at the end of 2014.[2] As of 2015 the project is still seeking a NDRC permit for construction.[3]

Unit 1 was commissioned in March 2017.[4][5] Unit 2 was commissioned in July 2017.[6]

Although the plant is operating, there is no record that the plant received the necessary permits for construction.
