In January 2009, Southern California Edison (SCE) presented a proposal to the Utah state trust lands agency to build a $2.5 billion "clean-coal" power plant on federal land near Green River, Emery County. SCE also proposed leasing nearby state-owned land for a carbon waste storage operation.
According to the Sierra Club, the power company was seeking a $200 million Department of Energy grant, and proposed to pipe the captured carbon dioxide to a nearby sequestration facility that would pump the gas into underground saltwater aquifers.[1]
In November 2010, the Sierra Club reported that the developers failed to receive the DOE grant. In addition, Southern California Edison's request for a rate increase the partially fund the project had been denied by the California Public Utilities Commission. The Sierra Club concluded that the project was highly unlikely to move forward.[2]
