Henan Xin'an-3 power station (万基控股铝业自备电厂) is a 600-megawatt (MW) coal-fired power plant in Henan Province, China.

Henan Xin'an-4 (万基控股洛阳新安电厂上大压小项目) is a proposed power station of 1,200 MW at the same site.

Background on Plant

Henan Xin'an power station consists of three power stations: Henan Xin'an-1, Henan Xin'an-2, and Henan Xin'an-3. Henan Xin'an-4 has been proposed. The plant is owned by Wanji Holding Group.[1]

Henan Xin'an-1

The two-unit Henan Xin'an-1 power station was founded in 1987, and was originally called Luouang Xin'an Power Station.[2]

Two more units of 50MW total were added to Henan Xin'an-1 in 1989 and 1992. In 1995, to supply its new aluminum smelter, two more units of 55 MW each were added. All six units of Henan Xin'an 1 were retired by 2010.[3]

Henan Xin'an-2

Henan Xin'an-2 was a 4 x 135 MW coal plant, built to meet the expanding aluminum production. Units 1-2 were commissioned in 2003 and units 3-4 in 2006. In 2016, units 1-2 were forced to retire due to not meeting emission standards.[4] Units 3-4 were retired in 2017.[5]

Henan Xin'an-3

Henan Xin'an-3 is a 2 x 300 MW coal plant commissioned in 2010-2011. The two units were commissioned following the retirement of Henan Xin'an 1 in 2010.[6]

Expansion: Henan Xin'an-4

Wanji Holding is currently planning to build the two-unit Henan Xin'an-4, with a total planned capacity of 1,200 MW. The new units are scheduled to be completed in 2015,[7][8][1] but were not permitted for construction until February 2016.[9] [10] Construction began in August 2016.[11]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects, including Henan Xin'an-4. It is unclear when or if the projects will be revived.[12]

July 2017: Xin'an-4, unit 2 postponed by government

In July 2017 China's National Energy Administration (NEA) released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[13]

Xin'an-4 power station Unit 2 is among the postponed coal-burning units,[13] and also appeared on an updated list of postponed projects released in September 2017.[14]

2017-2018: Construction ongoing

A June 2017 article in Xin'an County News reported construction on the 2 x 600 MW Xin'an IV coal plant was ongoing,[15] although Planet satellite images through March 2018 show limited construction progress.

2019: Progress stalled

As of September 2019 there has been no construction progress or news on the project since June 2017. The expansion appears to be shelved.
