Heyuan power station (深圳能源合和电力河源公司一期) is a 1,244-megawatt (MW) coal-fired power station in Guangdong Province, China.

An additional 2,000 MW is under construction.

Background on Plant

The Heyuan Power Plant Project is a joint venture of Shenzhen Energy Group and Hong Kong’s Hopewell Holdings.[1] It's a 2 x 600 MW ultra-supercritical coal-fired power plant built in Heyuan City. Unit 1 and Unit 2 commenced operation in January 2009 and August 2009, respectively.[2]

Expansion

An EIA for a 2 x 1,000 MW expansion of the power station was submitted in April 2015.[3] The estimated cost is 8 billion yuan (US$1.3 billion).[4] Construction is planned for 2018-2022.[5]

Project postponed by central government

To help meet the coal capacity limit set out in China's 13th Five-Year Plan, the NEA sent letters to 13 provinces to enforce the suspension of over 100 specific coal plants under planning or construction, totaling nearly 100 GW of capacity. In the letters, NEA said the projects should be postponed to the 14th Five Year period (2021-2025). The list included units 3-4 of the Heyuan power station.[6]

Project planned for 2022

Heyuan Power Plant units 3&4 were granted a permit by the Guangdong Provincial DRC in March 2017. The permit states the plant is a poverty reduction project, and is planned for commissioning in 2022, during the 14th-Five-Year-Plan (2021-2025).[7][8]

Construction was reported in late December 2018.[9]

Public opposition

In response to the proposed expansion, an estimated 10,000 people demonstrated on April 12, 2015 against the project, saying the air and water in the region was already heavily polluted.[10]
