Background on Plant

China Huaneng is seeking permitting for 2 x 350 MW supercritical units in Ganjingzi District with two 50 MW back-up units. The units were permitted for construction in 2015.[1]

Construction has begun on the two 50 MW units. They are planned for 2019.[2]

Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects in 13 provinces, including unit 4 of Huaneng Dalian-2. It is unclear when or if the projects will be revived.[3]

2017: Units 3-4 permitted by city

In 2017 the City of Dalian granted a permit for the 2*350MW project, with commissioning planned for 2020 to 2022.[4] However, it is unclear if the project needs clearance at the national level.
