Huaneng Gulei power station (华能古雷热电), also known as Huaneng Ligure power station, is a proposed 1,520-megawatt (MW) coal-fired power plant in Fujian Province, China.

Background on Project

According to the Fujian Provincial Development and Reform Commission (August 2015), Huaneng Gulei is a proposed 2 x 660 MW power station for the province, with four 50 MW subcritical back-pressure units.[1] The two 660 MW units would be ultra-supercritical.[2]

The power plant will be built in 2 campuses. The southern campus, which would be on a proposed land reclamation area, plans to have 2*660MW units and 2*50MW units. The northern campus will have 2*50MW units. A coal berth with 6 million tons throughput per year is also planned along with the power plant, to receive coal transferred by ships from northern harbors, such as Qinhuangdao Harbor and Huanghua Harbor. The coal source is from Shaanxi and Shanxi Provinces.[3]

Two 50 MW units (units 3-4) were permitted in 2017 and are planned for construction in 2018.[4]

With no developments since 2015, the remaining proposed units of the power station appear to be abandoned. In October 2018, the Fujian Province stated the province will not develop any further coal power plants in the 13th Five Year Plan period (2016-2020) with two exceptions: 1) projects which have already been permitted; and 2) combined heat and power (CHP) plants. The remaining units of Huaneng Gulei power station do not have permits and are not a CHP plant.[5]
