Luoyuan power station (华能罗源电厂) is a 1,320-megawatt (MW) coal-fired power plant in Fujian Province, China.

Location
The photo below shows the plant in Luoyuan County. Satellite imagery from Planet shows the plant bringing in coal from late 2017, after it was suspended, to March 2018.
Background on Project
China Huaneng planned to build a four-unit coal-fired power plant with a total planned capacity of 2,640 MW (4 x 640 MW). That plan was scaled back in 2013 to two 640 MW units, with energy conservation cited as the reason.[1][2][3] (However, later in 2013 a second phase (2 x 1000 MW) and a third phase (3 x 1000 MW) were described in a local university's job listing.[4] In lieu of the scaling back, these future phases appear to be unlikely.)
The first two units of the plant are scheduled to be completed in 2016,[5][6] later pushed to 2017.[7]
2017: Units 1-2 postponed by government
In July 2017 China's NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) are ordered to slow down the construction progress during 2017 to 2020, and are not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[8]
Huaneng Luoyuan power station Units 1-2 are among the postponed coal-burning units,[8] and also appeared on an updated list of postponements released in September 2017.[9]

Project commissioned
Unit 1 was reported as commissioned in November 2017,[10] and unit 2 on December 25, 2017.[11]
