Huaneng Yan'an power station (华能延安发电厂一期) is a proposed 2,640-megawatt (MW) coal-fired power plant in Shaanxi Province, China.

Background on Project

In 2010, Huaneng reported that it was planning a 3,200 MW project in Yan'an in two phases, 1,200 MW in Phase I and 2,000 MW in Phase II.[1][2]

In 2015 it was reported the power station would consist of four units of 660 MW each.[3]

In 2015 a feasibility report was submitted for the first two units.[4] Units 1-2 were approved for construction in 2015,[5] and began construction in 2016.[6]

Units 1-2 suspended

In January 2017 China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including Huaneng Yan'an units 1-2. It is unclear when or if the projects will be revived.[7]

Construction on units 1-2 resumes

An announcement dated March 22, 2017, indicated that the company continued to recruit new employees for the project.[8]

In August 2017 it was reported that construction on units 1-2 of the plant was ongoing. China Huaneng claims the project is in a revolutionary area,[9] which would be exempt under China's restrictions on new coal capacity.

Planet satellite images show limited construction from June 2017 through April 2018.

A groundbreaking ceremony was held in December 2018.[10] The two units are planned for commissioning in 2020.[11]

Units 3-4

With no developments on units 3-4 since August 2015, the project appears to be cancelled.
