In 1999 the Hudson Institute was given $104,329 by the Smith Richardson Foundation, according to Media Transparency, to research "Personalizing Social Security: Management Issues for Individual Accounts". [1]
"Estelle James and James Smalhout will research and write reports on management issues raised by Social Security reform proposals that include provisions for individual accounts. They will examine the mutual fund industry and the experiences of foreign countries in order to estimate the administrative costs of an individual account system. They will also study how to regulate an annuity market that would enable individualaccount holders to draw down their assets," the project description stated. [2]
