This page from the U.S. Smokeless Tobacco Company document collection provides instructions to employees or contractors giving away free samples of chewing tobacco on behalf of the company. It states:
While sampling prospective consumers, you may be asked by the consumer about health issues concerning smokeless tobacco. The proper response to this question is that there has never been anything proven to support the notion that smokeless tobacco is harmful. If the consumer persists on this issue, simply tell that this is all you know, and if they need any other information they may contact the U. S. Tobacco Public Affairs Department in Greenwich at (203) 661-1100.[1]
