The correct name was Institute for Freedom of Communication (no final 'S') This was a sister operation to the Freedom of Expression Foundation (FEF). It was founded in early 1983, while the FEF was established later the same year.

The FEF was formed because many early supporters of the Institute for Freedom of Communication, formed by Senator Robert Packwood to work for elimination of the Fairness doctrine, felt they "could not give money to a Packwood-sparked group". [2]
