J. Eugene Marans
J. Eugene Marans is senior counsel of Cleary Gottlieb Steen & Hamilton LLP "based in the Washington, D.C. office after returning at the end of 1993 from a three-year assignment as resident partner of the firm's Hong Kong office.
He "is heavily involved in the firm’s representation of international financial institutions, such as the African Development Bank, Asian Development Bank, European Bank for Reconstruction and Development and Inter-American Development Bank.
"Mr. Marans began work in the firm's New York office in 1966 and became a partner in the Washington office in 1975. He has also served in the Paris office of the firm. He served as a law clerk to Judge John Minor Wisdom on the United States Court of Appeals for the Fifth Circuit in 1965-66.
"He is a member of the Bar Association of the District of Columbia and the Association of the Bar of the City of New York; the New York State, Federal, American, International and Inter-American bar associations; and the Washington Foreign Law Society (past president); Union Internationale des Avocats; American Society of International Law; International Fiscal Association and American Law Institute.
"Mr. Marans is past chair of The District of Columbia Bar's International Law Section and of its International Investment and Finance Committee, and he currently serves as an editor of, and contributor to, its "Manual of Foreign Investment in the United States" (West). He also served as Co-Chair of the Legal Committee of the American Chamber of Commerce in Hong Kong and is a member of the Council on Foreign Relations." [1]
