Background

According to New Power Generation Projects, "The project is being set up in joint venture with a partner (yet to be selected) to cater to the needs of NMDC’s steel plant in the same location. The company invited expression of interest bids for selecting the developer in May 2011. PFC Consulting is the project consultant. As of January 2012, a new company in the style of NMDC Power Ltd has been floated for setting up the project."[1]

The captive coal plant is not mentioned in the company's 2013-4 Annual Report.[2]

In October 2014 NMDC received a terms of reference for a 250 MW coal based captive plant at Villages Madpal and Markel in Jagdalpur Taluka.[3]

As of December 2018 there have been no further permits or developments, and the project appears abandoned.

Steel plant

In November 2012, Thermax won the Rs. 503-crore order to set up the three million tonne a year integrated steel plant.[4]

In its 2015/16 Annual Report, NMDC does not mention a power plant. The report states: "Government of Chhattisgarh has sanctioned water and power for construction as well as for operation of the plant. Regarding power for operation of the Steel Plant from Raipur through Chhattisgarh State Power Transmission Company Limited (CSPTCL) is progressing at site." Although the statement is somewhat ambiguous, it indicates that power will be transmitted to the plant rather than being generated at the plant site. In addition, no power plant is included among the list of "Major Technological packages" at the steel plant that have been awarded to various Indian and global companies to implement: Sinter Plant, Blast Furnace Complex, Raw Material Handling System, Coke Oven Plant, By Product Plant, Steel Melting Shop, Thin Slab Caster & Hot Strip Mill, Lime & Dolo Plant and Oxygen Plant.[5] Based on the 2015/16 Annual Report, in appears that the project may no longer be moving forward.
